Key Standard Rebate Requirements

According to Oregon Administrative Rule 340-270-0120, applicants for the Zero-Emission Vehicle Standard Rebate must meet several eligibility requirements, including:

• The applicant must own or lease an eligible vehicle that meets DEQ program requirements.
• Leased vehicles must have a minimum lease term of 24 months.
• The applicant must intend to keep the vehicle registered for at least 24 consecutive months after the purchase or lease date.
• The applicant must be an Oregon resident.
• The vehicle cannot have been purchased or leased during a program suspension period.
• Applications must generally be submitted within 6 months of the purchase or lease date.
• Applicants must provide proof of Oregon vehicle registration and supporting purchase or lease documentation.
• Recipients may not modify the vehicle’s emissions systems, hybrid systems, or related software calibrations.
• The Standard Rebate provides up to $2,000 toward the purchase or lease of an eligible new BEV and up to $1,500 towards a new PHEV.
• The Charge Ahead Rebate provides $7,500 to income-eligible households to buy or lease an eligible new BEV and $5,000 for a PHEV and up to $4,000* toward an eligible used vehicle.
  • Reminder: Prequalification Vouchers are required for Charge Ahead Point-of-Sale Rebates. Standard and Charge Ahead Rebates may not be combined. If an applicant receives the Standard Rebate at the time of sale, they will be ineligible for the Charge Ahead Rebate.

  • Charge Ahead Rebate applicants may not receive a rebate for a used vehicle they or a member of their household previously owned.
  • Vehicles must be used primarily by the applicant or members of their household.

• Vehicle Eligibility Requirements for Used Vehicles
  • Vehicles must be operable and capable of traveling at least 55 mph.
  • Battery electric vehicles must have a minimum all-electric range of 75 miles.
  • Plug-in hybrid vehicles must have a minimum all-electric range of 10 miles.
  • DEQ is updating the eligible vehicle list to help identify vehicles that meet the new program requirements.
  • Applicants must attest to these eligibility requirements during the application process, and dealers should ensure used vehicles continue to meet these standards.
• Reminder: Rebate Cannot Exceed Vehicle Price
  • A rebate may not exceed the price of the vehicle.
  • Vehicle price does not include taxes, dealership discounts, registration fees, documentation fees, dealer add-ons, or other fees and charges.

Beginning May 19, 2026, individuals are limited to a total of two rebate awards and may not receive additional rebates after reaching that limit.

The program also notes that applicants cannot apply for both a Standard Rebate and a Charge Ahead Rebate for the same vehicle. If eligible for multiple programs, applicants must select which rebate they wish to pursue.

The Standard Rebate is generally available to qualifying Oregon residents who purchase or lease eligible electric vehicles. The Charge Ahead Rebate is designed for income-qualified households that meet additional eligibility requirements established by DEQ.
