Key Standard Rebate Requirements

According to Oregon Administrative Rule 340-270-0120, applicants for the Zero-Emission Vehicle Standard Rebate must meet several eligibility requirements, including:

• The applicant must own or lease an eligible vehicle that meets DEQ program requirements.
• Leased vehicles must have a minimum lease term of 24 months.
• The applicant must intend to keep the vehicle registered for at least 24 consecutive months after the purchase or lease date.
• The applicant must be an Oregon resident.
• The vehicle cannot have been purchased or leased during a program suspension period.
• Applications must generally be submitted within 6 months of the purchase or lease date.
• Applicants must provide proof of Oregon vehicle registration and supporting purchase or lease documentation.
• Recipients may not modify the vehicle’s emissions systems, hybrid systems, or related software calibrations.

Beginning May 19, 2026, individuals are limited to a total of two rebate awards and may not receive additional rebates after reaching that limit.

The program also notes that applicants cannot apply for both a Standard Rebate and a Charge Ahead Rebate for the same vehicle. If eligible for multiple programs, applicants must select which rebate they wish to pursue.

Standard Rebate vs. Charge Ahead Rebate

The Standard Rebate is generally available to qualifying Oregon residents who purchase or lease eligible electric vehicles. The Charge Ahead Rebate is designed for income-qualified households that meet additional eligibility requirements established by DEQ.
